Mr. Fu Ziying Attended the Signing Ceremony of the Letter of Intent on Loan Cooperation for Supporting Infrastructure Construction in Developing Area in West China

Vice Minister Ma Xiuhong and Vice President of China Development Bank Yao Zhongmin jointly signed the letter of intent on loan cooperation for supporting infrastructure construction in developing area in west China on Jan 17, 2007. On the basis of complementing each other with predominance and promoting development jointly, the two parties reached cooperation intent on setting up long-termed and steady developing banking cooperative relations. It will play a positive role in accelerating economic development in west China and promoting further improvement in developing area in west China.

Ma Xiuhong said on the signing ceremony that the developing areas which attended the ceremony were the pioneers of reform and opening and main forces in pushing economic development in west China, so that they must fully better use the loan. Besides, they should, while enhance infrastructure construction, tightly seize the great opportunity of transfer of eastern industry to central and west China, undertake industrial gradient transfer with sincere effort and actively explore a developing way.

Yao Zhongmin expressed that accelerating infrastructure construction there was a significant action of enhancing strength in west China and shortening distance with east China. Signing of the letter of intent would further improve and promote infrastructure and investment environment in west China. China Development Bank would provide loan support to the development there and make contribution to accelerate its infrastructure construction.

The two parties will, in accordance with the principle of "organized and pushed with sincere effort by MOFCOM, independently examine the loan by China Development Bank and conduct according to marketization", support infrastructure construction, realize industrial gradient transfer and exert assemble effects of industry. In the five years of cooperation, the Bank will provide loan to state-level economic developing area, areas with predominance and some province-level areas with great developing potential in west China in infrastructure construction, reconstruction, developing program and research on key topics.

Assistant Minister Fu Ziying attended the signing ceremony. Representatives from state-level and some key province-level economic developing areas attended the ceremony as well.

In the morning of Jan 17, the two parties held training courses for better undertake applying of the loan.

MOFCOM and the Bank signed letter of intent on loan cooperation for supporting infrastructure construction in developing area in central China on Sep 26, 2006 before.
